Aurora, CO laws relating to zoning of firearms businesses. Be it
enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,SECTION 1. GUNSMITHS PERMITTED
TO OBTAIN FEDERAL FIREARMS LICENSE WITHOUT HAVING TO
COMPLY WITH STATE OR LOCAL LAWS RELATING TO ZONING OF
FIREARMS BUSINESSES. (a) In General.--Section 923(d)(1)(F) of title
18, United States Code, is amended-- (1) by striking the
period and inserting a comma; and (2) by adding after and
below the end the following: ``except that, if the application
is for (or to renew) a gunsmith license, the applicant shall
not be required to make any certification regarding compliance
with any State or local law relating to the zoning of firearms
businesses, and any certification made by the applicant shall
be construed to be limited to laws other than suchzoning
laws.''. (b) Gunsmith Defined.--Section 921(a) of such title is
amended by adding at the end the following: ``(34) The term
`gunsmith' meansany person engaged in the business
of repairing firearms, or of making or fitting special barrels,
stocks, or trigger mechanisms to firearms. The term `licensed
gunsmith' means
any gunsmith who is licensed under this chapter. Except as provided in
paragraph (21)(D) of this subsection and section 923(d)(1)(F) of this
title, this chapter shall apply to gunsmiths and licensed gunsmiths in
the same manner in which this chapter applies to dealers and licensed
dealers, respectively.''. (c) Conforming Amendments.-- (1)
Section 921(a)(11) of such title is amended-- (A) by
adding ``and'' at the end of subparagraph (A); and
(B) by striking subparagraph (B) and redesignating
subparagraph (C) as subparagraph (B). (2)
Section 921(a)(21)(D) of such title is amended by striking
``dealer in firearms, as defined in section 921(a)(11)(B)'' and
inserting ``gunsmith''. <all>
